The Supreme Court of India has raised the issue of whether military cadets who sustain disabilities during training can be recognized as ex-servicemen. This classification would enable them to access reservation benefits in government and semi-government jobs. A Bench comprising Justices B.V. Nagarathna and Ujjal Bhuyan noted that many of these cadets, primarily in their 20s and 30s, require employment opportunities. The court directed the Additional Solicitor General N. Venkataraman, representing the Union of India, to provide a comprehensive response regarding this matter. The court is addressing the challenges faced by cadets who have been medically discharged due to injuries or disabilities incurred during training. Previously, the court had suggested exploring insurance options for these cadets and enhancing the current lump sum financial assistance of ₹40,000 (approximately $480 USD) to better meet their medical needs. It was also noted that a proposal for granting these cadets access to the Ex-Servicemen Contributory Health Scheme (ECHS) has been approved but not yet implemented. The court is advocating for a rehabilitation scheme that would assist disabled cadets in transitioning to desk jobs or other defense-related roles following their recovery. Since 1985, around 500 officer cadets have been medically discharged from prestigious military training institutes like the National Defence Academy (NDA) and the Indian Military Academy (IMA) due to disabilities, facing significant financial burdens due to medical expenses.
