The New Delhi Municipal Council (NDMC) is set to implement changes in accordance with the Jan Vishwas Bill, 2026, which decriminalizes over 1,000 minor offences and emphasizes a trust-based governance model. The Bill, recently passed by Parliament, proposes significant reforms to the NDMC Act, 1994, including the introduction of the Unit Area Method (UAM) for property tax assessment. This method could lead to a 30-50% reduction in property taxes, particularly benefiting older and self-occupied properties. NDMC Vice-Chairman Kuljeet Chahal highlighted that the new tax structure will consist of building tax and vacant land tax, replacing the previous system. NDMC's tax collection is projected to rise from ₹1,045 crore (approximately $126 million USD) last year to ₹1,350 crore (around $162 million USD) this year. The reforms aim to replace punitive measures for minor infractions with warnings, fostering a more supportive regulatory environment. Additionally, the Bill proposes a dynamic penalty mechanism and faster dispute resolution processes to enhance compliance and reduce court congestion.
