The Ministry of Housing and Urban Affairs (MoHUA) has implemented a new Transit Oriented Development (TOD) policy for Delhi, aimed at promoting affordable housing near Metro corridors. Under this policy, developers must allocate 65% of the total permissible Floor Area Ratio (FAR) for residential units smaller than 100 sq.m.. This initiative allows a base FAR of 400, which can be increased to 500 with additional charges, incentivizing the construction of smaller, affordable homes. Additionally, 10% of the area must be designated for commercial use and social amenities. While the policy aims to enhance urban planning by clustering residential and commercial spaces, experts have raised concerns about potential haphazard development due to the removal of local area planning provisions from previous policies. Although the Delhi Development Authority (DDA) has identified multiple TOD nodes since 2015, construction has only commenced at the East Delhi Hub in Karkardooma, with completion expected mid-year. The TOD policy is part of the Master Plan of Delhi-2021, with ongoing amendments as the Master Plan of Delhi-2041 awaits approval.
