The Department of Town and Country Planning (DTCP) in Haryana, India, is currently investigating approximately 1,500 occupation certificates (OCs) issued under a self-certification policy from July 1, 2025, to March 15, 2026. This scrutiny arises amid allegations of violations by private architects, following inspections conducted by the chief minister’s flying squad. Investigations have already highlighted multiple infractions, particularly in 30 buildings across various private licensed colonies, including Ansal Essencia and South City. Officials reported that serious violations were noted in about 20 cases, where OCs were issued despite incomplete constructions or unauthorized changes made post-approval. Praveen Chauhan, the district town planner, indicated that action will be taken against both architects and property owners found guilty of submitting false documents. The self-certification policy, introduced in 2022, permits empanelled architects to issue OCs for low-risk buildings after confirming compliance with the Haryana Building Code 2017. The DTCP can only review 10% of the OC files submitted, selected randomly.
