Construction activities on the Sewri-Worli Elevated Connector at Elphinstone Road in Mumbai are again violating dust control regulations, causing significant dust pollution in the surrounding area. The demolition of Laxmi Niwas, one of the buildings being razed, has exacerbated the situation due to a lack of proper supervision by the Mumbai Metropolitan Region Development Authority (MMRDA) and non-compliance by contractors. Previously reported violations during the demolition of the Elphinstone Road bridge in December 2025 were temporarily addressed, but the situation has reverted to its problematic state. According to guidelines from the Brihanmumbai Municipal Corporation (BMC) and the Central Pollution Control Board (CPCB), construction sites must implement protective measures like netting and water-based dust suppression systems. However, the current demolition site lacks adequate dust control measures, with exposed upper floors of Laxmi Niwas and insufficient water spraying. Local residents, such as Naresh Mahakal, expressed frustration over the ineffective dust mitigation efforts, noting that they had to repeatedly request the installation and replacement of protective nets. The dust pollution has also impacted local businesses, with shopkeepers reporting the need to clean their products frequently and street vendors seeing a decline in customers. MMRDA commissioner Sanjay Mukherjee has not responded to inquiries regarding the ongoing violations and lack of oversight.
