Starting today, vehicle owners in Lucknow and other districts of Uttar Pradesh will incur penalties of up to ₹10,000 if their vehicles are not equipped with High Security Registration Plates (HSRP). This enforcement primarily targets vehicles registered before April 1, 2019, which must comply to avoid being denied Pollution Under Control (PUC) certificates. Previously, the penalty for non-installation of HSRP was ₹5,000, but the new rule adds a significant financial burden by restricting legal road use for non-compliant vehicles. Data from the regional transport office in Alambagh indicates that of the 20.50 lakh private vehicles registered before the cut-off date, only 6.72 lakh (about 32.80%) have been fitted with HSRP, while compliance among commercial vehicles is slightly better at 39.63%. In contrast, vehicles registered after April 1, 2019, show a much higher compliance rate, with 99.46% of commercial vehicles and 97.59% of private vehicles already fitted with HSRP. The state has around 3.12 crore vehicles registered before the cut-off, and officials are urging owners to install HSRP to avoid penalties and ensure legal operation.
