The Odisha government is set to establish the State Institute for Transformative Initiatives–Odisha (SITI-Odisha), a new think tank intended to replace the now-dissolved State Planning Board. Chief Minister Mohan Majhi proposed this initiative during the annual budget presentation for 2026–27. SITI-Odisha will function as a strategic advisory body, aligning with the state's vision for 'Samrudha' Odisha 2036 and 'Viksit' Bharat 2047. It will focus on providing strategic and technical advice across various sectors, including agriculture, mining, infrastructure, tourism, health, education, climate action, and digital governance. The institute will be organized into six thematic verticals, covering key areas such as economy, rural livelihoods, and energy transition. A governing council, chaired by the Chief Minister, will oversee its operations, supported by a chief executive officer. Additionally, a monitoring and evaluation office will utilize data analytics and artificial intelligence to improve governance and accountability.
