The plot became available following the demolition of over 1,200 shanties along the Ghatkopar-Mankhurd Link Road. Previous attempts to establish a prison in the suburbs have failed due to unsuitable land conditions, including a marshy plot at Mandale and another site at Mankhurd entangled in litigation. The prison department requires at least 10 acres for the new facility to ensure inmate security, as the current overcrowding at Arthur Road Jail poses significant challenges, with over 3,500 inmates against a capacity of 804. If the Deonar site passes feasibility tests and receives approval from Chief Minister Devendra Fadnavis, the land transfer process is expected to proceed swiftly. The new prison is intended to be a multi-storey facility, modeled after prisons in Chicago and Singapore, and will be constructed by the Maharashtra State Police Housing and Welfare Corporation.
