On the last day of the budget session, the Jammu and Kashmir assembly faced significant uproar as members from the National Conference, Congress, and the People's Democratic Party (PDP) called for a judicial probe into the Ganderbal encounter. The incident involved the killing of Rashid Ahmad Mughal in the Arhama forests on March 31, which the army claims was a result of terrorist activity. However, Mughal's family contends he was innocent and demanded the return of his body for a proper burial. Legislators from various parties, excluding the Bharatiya Janata Party (BJP), condemned the killing and sought accountability. National Conference MLA Mubarak Gul emphasized the need for a strong message from the assembly, while former judge Hasnain Masoodi highlighted the constitutional right to a decent burial. Congress legislator Nizamuddin Bhat argued that only a judicial inquiry could ensure fairness, as administrative inquiries often compromise accountability. The lieutenant governor, Manoj Sinha, has ordered a magisterial probe into the incident, with a report expected within seven days.
