The Comptroller and Auditor General (CAG) of India has flagged significant irregularities in the Haryana government's labour welfare scheme, which aims to support construction workers. The audit revealed that ₹1,500 crore may have been lost due to fraudulent work slips and improper disbursements. The CAG report highlighted that between 2017 and 2023, 6,56,497 benefits worth ₹1,007.56 crore were distributed to 2,18,901 beneficiaries across 4,053 registered establishments. However, discrepancies were noted, such as 45.54% of benefits going to ineligible recipients due to missing or fake documentation. For instance, in Gurugram, there were 2,786 registered establishments, yet 3,408 beneficiaries received 8,814 benefits worth ₹9.94 crore. In contrast, Hisar had only 42 registered establishments, but 1,68,004 benefits worth ₹243.52 crore were disbursed to 49,148 beneficiaries. The audit pointed out that the verification system for work slips was deeply flawed, leading to wrongful payments and undermining the welfare scheme's purpose. The Haryana Labour Board acknowledged the findings but noted that final actions against involved officials were still pending as of December 2024. The report calls for urgent improvements in verification processes and accountability measures to safeguard public funds and ensure support for genuine workers.
