Japan is set to tighten its residency screening process for foreign workers entering the country under intra-company transfer visas. This reform, led by the Immigration Services Agency under the administration of Sanae Takaichi, aims to address concerns over potential misuse of this visa category. Previously, the intra-company transferee status was criticized for being easier to obtain than other residency options, as it did not require stringent academic qualifications. By the end of 2025, approximately 20,000 foreign nationals were expected to be in Japan under this category. The revised process will require applicants to submit comprehensive documentation, including social insurance records, corporate registrations, and tax payment histories from their previous countries of employment. Additionally, proof of business operations in Japan will be necessary. The government will also enhance checks on tax filings, particularly for foreign employees who claimed salaries were paid outside Japan without filing required returns. If fraudulent declarations are discovered, renewal of residency and work status may be denied. Furthermore, the duration of stay will be reviewed more rigorously, with longer residency periods requiring clear justification. This reform is part of a broader initiative to improve residency standards, which includes new Japanese-language requirements for permanent residency applicants.
