In Ludhiana, Punjab, five of the twenty road projects sanctioned under the Special Assistance to States for Capital Investment (SASCI) scheme are currently stalled due to various legal and administrative hurdles, including court cases and land disputes. Despite the Union finance ministry's push for states to propose new infrastructure works, these delays raise concerns about the city’s planning and capacity to execute ongoing projects. The SASCI scheme, which provides 50-year interest-free loans with a total outlay of ₹2 lakh crore (approximately $240 billion USD), requires states to prioritize projects that can be completed within the same financial year. Civic officials have issued work orders for 15 projects, including road upgrades and improvements in key areas, but progress remains inconsistent. Residents are facing ongoing inconveniences due to damaged roads and incomplete works, prompting questions about the rationale behind proposing new projects while existing ones remain pending. Municipal corporation Commissioner Neeru Katyal confirmed that the issues causing delays will be resolved and that new SASCI guidelines will be implemented.
