The Cabinet Committee on Economic Affairs (CCEA) in India, led by Prime Minister Narendra Modi, has approved a significant increase in the cost of the HPCL Rajasthan Refinery Ltd (HRRL) project from ₹43,129 crore to ₹79,459 crore (approximately $9.5 billion USD). This includes an additional equity investment of ₹8,962 crore by Hindustan Petroleum Corporation (HPCL), bringing its total equity investment to ₹19,600 crore. The HRRL project, located in Balotra district, Rajasthan, will be a greenfield refinery-cum-petrochemical complex with a production capacity of 1 million tonne per annum (MTPA) of petrol and 4 MTPA of diesel. Additionally, it will produce various petrochemical products including 1 MTPA of polypropylene and 0.5 MTPA each of linear low density polyethylene (LLDPE) and high density polyethylene (HDPE). The project is expected to enhance India's energy independence and reduce reliance on petrochemical imports, ultimately saving foreign exchange. The CCEA anticipates the project will generate 25,000 jobs during its construction phase and is scheduled to commence operations by July 1, 2026.
