During a webinar on April 10, 2025, organized by Parisar, an urban mobility NGO based in Pune, India, participants discussed the operational challenges faced by the Pune Mahanagar Parivahan Mahamandal Limited (PMPML). The analysis, which utilized publicly available data, revealed that the total number of buses in PMPML's fleet has remained stagnant, fluctuating between 1,900 and 2,050 buses. Alarmingly, the share of owned buses has decreased, leading to a growing reliance on hired buses, which raises concerns about long-term service quality and cost sustainability. Despite an increase in operational routes from 379 to 408, the service reliability has suffered, with only 88% of planned service kilometers being operated. Furthermore, PMPML experienced a significant decline in ridership, losing approximately one lakh trips per month in 2025 compared to the previous year. This decline continued despite fare revisions, with the average number of passengers per bus dropping from 743 to 605 daily. The webinar highlighted that Pune has only 22 buses per lakh population, well below the national benchmark of 60, limiting the effectiveness of the public transport system.
