The Noida-Greater Noida industrial belt in Uttar Pradesh, India, is home to around 15,000-16,000 micro, small, and medium enterprises (MSMEs), which contribute approximately 12-15% to the state's Gross State Domestic Product (GSDP). While recent wage demands have sparked labor unrest, industry stakeholders argue that the challenges facing these businesses extend far beyond wages. High compliance burdens, legacy bureaucratic systems, and credit constraints are significant barriers to growth. Jitendra Singh Rana, Chairman of the Indian Industries Association (IIA) in Greater Noida, points out that although government policies are favorable, bureaucratic discretion often creates uncertainty for businesses. The inspectorate system and regulatory approvals complicate operations, with compliance changes leading to increased costs without adequate support. Furthermore, the leasehold nature of industrial land in Uttar Pradesh adds to operational constraints, as businesses require approval for any changes in activity or ownership. Recent hikes in industrial plot rates have exacerbated these issues, pushing MSMEs to consider relocation or absorb higher costs. Stakeholders advocate for reforms such as converting leasehold to freehold land and simplifying approval processes. Access to formal credit remains a hurdle, particularly for new enterprises lacking a financial track record. As the region prepares for significant growth with new infrastructure projects, stakeholders emphasize the importance of effective policy implementation to unlock the potential of MSMEs in Noida-Greater Noida.
