The Ludhiana Municipal Corporation (MC) in Punjab, India, has once again failed to attract any bidders for its Integrated Solid Waste Management (ISWM) project, valued at ₹1,408 crore (approximately $170 million USD). This marks the third unsuccessful attempt to secure contractors through a Public Private Partnership (PPP). The bidding process, initially set to close on April 7, has been extended multiple times, with the latest deadline pushed to April 23. Superintending engineer Sham Lal Gupta confirmed the lack of interest and indicated that the Punjab Development Commission (PDC) has recommended changes to the tender to attract bidders. The project involves door-to-door collection, transportation, and processing of Municipal Solid Waste (MSW). Despite releasing clarifications to address stakeholders' queries, the MC has struggled to find investors, primarily due to the project's long-term commitment and high costs, which have made potential contractors apprehensive.
