The Maharashtra state transport department is preparing to implement a Marathi proficiency test for auto-rickshaw and taxi drivers by May 1. This test will assess drivers' conversational skills through reading from a Marathi textbook and answering questions related to fares and routes. The initiative aims to standardize language proficiency across 59 Regional Transport Offices (RTOs) in the state, including four in Mumbai. However, it has faced significant opposition from driver unions, with some threatening legal action, arguing that the requirement is discriminatory against non-Marathi speakers. The unions have announced plans for free Marathi classes to assist drivers, particularly those from North India who may return home in May. A pilot inspection in the Mira-Bhayandar region has already revealed that out of 12,000 checked auto-rickshaws, 111 drivers could not speak Marathi. Transport officials have stated that while immediate punitive measures will not be taken, repeated failures could lead to license cancellation. Legal notices have been issued, claiming that the test violates fundamental rights and demanding a transition period for drivers to improve their language skills.

This test could significantly affect the livelihoods of drivers, especially those from other states, by potentially leading to permit cancellations if they fail to meet language requirements.
