The Election Commission of India (ECI) has announced a by-election for the State Legislative Council seat vacated by Mangal Pandey, a former health minister and BJP leader, scheduled for May 12. The notification for the election will be issued on April 23, with the last date for nominations set for April 30 and withdrawals by May 4. Pandey's seat became vacant after he was elected as an MLA from the Siwan assembly constituency in the November 2025 elections, defeating RJD's Awadh Bihari Choudhary by around 9,000 votes. The ruling National Democratic Alliance (NDA), which holds 202 MLAs in the assembly, is expected to have a clear advantage in the by-election, as the opposition RJD-led Grand Alliance has only 35 MLAs. A senior official indicated that the NDA nominee might be elected unopposed due to the opposition's lack of candidates. Additionally, another by-election for an MLC seat from the Bhojpur-cum-Buxar local authorities constituency will also be held on the same day, with the NDA nominating Kanhaiya Prasad for that seat.
